Here are public, private and community organisations that Percy has been involved with as well as his personal interests.
Board Roles
- Percy was Chairman of NSW Treasury Corp, the state’s central borrowing and investing authority, between 1985 and 1994.
- From 1999-2007 he chaired the NSW Premier’s Council on the Cost and Quality of Government that reviewed the management capacity and performance of state government departments. Between 2010 and 2012 he was National President of the Australian Institute of Public Administration, the professional body of the national, state, and local government sectors.
- Percy has also chaired a financial services practice (Market Timing Pty Ltd, 1999- 2015) a wholesale funds manager (Constellation Capital Management Ltd, 1999 – 2012), a racing code (GRNSW, 2003-2011), a sporting complex (Wentworth Park Trust, 2013-2015), a NSW Cabinet policy advisory committee (Coal Exploration Steering Group, 2014-15) and helped oversight the NSW Government’s Fiscal Repair Taskforce (2021).
- He was the founding Chair of FANMAC Ltd, Australia’s first large scale mortgage securities firm (1985 – 93), which later became RESIMAC Ltd. He was also a non-executive director of the State Bank of New South Wales (1987 – 1990) and a member of the Advisory Board of the Macquarie Graduate School of Management ( 1992—2008).
Community Service
- In 1994 Percy founded the Reform Club, a non-partisan public policy forum that meets quarterly to hear and question senior ministers and officials about their plans for improving public services. He continues to chair it.
- He also instigated and chairs the Evidence Based Policy Research Project that since 2018 reviews the quality of federal and state government policy decisions and campaigns for a statement of public interest for all government bills (see https://evidencebasedpolicy.com.au/)
- He was a Trustee of CEDA and a member of its Council on Economic Policy (1997-2020).
Professional Associations
- Percy is a Fellow of the Institute of Public Administration Australia and a member of the Economic Society of Australia (NSW Branch).
- He is a former Fellow of the Australian Institute of Company Directors, the Australian Institute of Management, and the Australian Society of Certified Practising Accountants.
Personal Interest
Percy’s interests are public policy, macro-economics, current affairs, ceramic painting, cinema, theatre, and travel, particularly to developing countries. He lives in Balmain East, Sydney with his wife Philippa Smith AM (former Commonwealth Ombudsman) and their two cats, Abby, and Harry.
